Temporary Resident Visa (TRV) for US Citizens. The Temporary Resident Visa (TRV) is typically granted to foreign nationals whose countries do not have a reciprocity agreement with the Philippines for permanent residency (13a visa). However, US citizens do qualify for the 13(a) Non-Quota Immigrant Visa. In cases where a TRV is pursued or granted instead, it allows the US citizen spouse of a Filipino to reside in the Philippines. Application Process: 1. Filing: Submit the TRV petition to the Bureau of Immigration (BI) in the Philippines. The Filipino spouse acts as the petitioner. 2. Documentary Requirements: Joint letter request from the US citizen and Filipino spouse, PSA-issued Marriage Certificate, PSA-issued Birth Certificate of the Filipino spouse, Photocopy of the US citizen's passport showing valid entry/stay, NBI Clearance or Police Clearance. 3. Hearing: Attend a mandatory hearing at the BI. 4. Approval: Initially granted for a probationary period (usually 1 year), after which it can be extended or converted to a permanent resident visa (13a).
